September 10, 2026 — General Dynamics Mission Systems–Canada has signed a memorandum of understanding (MOU) with a Ukrainian unmanned aerial vehicle (UAV) original equipment manufacturer, GreenTech Harvest, to explore the co-production of UAVs in support of Ukraine.
Under the MOU, the companies have established a framework for collaboration focused on Ukrainian-designed unmanned systems. The intent is to bring together GreenTech Harvest’s operational experience with General Dynamics Mission Systems–Canada’s manufacturing capabilities, applying Canadian industrial expertise in support of Ukraine’s mission requirements.
Canada’s longstanding relationship with Ukraine underpins this collaboration. Canada is home to one of the largest Ukrainian diaspora populations in the world, with roughly 1.3 million Canadians reporting Ukrainian heritage. According to the Government of Canada, approximately 298,000 Ukrainians have also arrived in Canada since the Russian invasion of Ukraine under the Canada‑Ukraine Authorization for Emergency Travel program, further reinforcing the deep people‑to‑people connections between the two countries.
“Canada and Ukraine have built a strong defence relationship, and this agreement reflects a practical way to turn that partnership into capability,” said Joel Houde, vice president and general manager, General Dynamics Mission Systems–Canada. “Ukrainian industry has moved quickly to adapt to operational realities on the ground. By working together, we can combine that experience with our Canadian industrial and manufacturing expertise to help deliver capability where it is needed while strengthening defence co-operation between our countries.”
“Ukraine has learned firsthand about the critical importance of UAVs in modern warfare, driving the need for GreenTech Harvest to constantly adapt our products to stay effective in the rapidly evolving market,” said Oleh Donets, program director, GreenTech Harvest LLC. “This cooperation provides an opportunity to share Ukraine’s experience and knowledge with Canada, who has been a reliable partner for Ukraine since before 2022. We aim to combine the battlefield-tested drones with the capabilities of General Dynamics Mission Systems-Canada, to manufacture systems and solutions that will strengthen the defence capabilities of both Ukraine and Canada”
